Honolulu District Office Constituent Services Assistant
 
U.S. Congressman Ed Case (Hawai‘i - 01) is seeking a community-minded individual with strong Hawai‘i roots to serve as Constituent Services Assistant for his Honolulu office. The ideal candidate has diverse experience working in the community to address a wide range of statewide and local issues with a strong track record of advocacy for the people of Hawai‘i. The position is responsible for assisting the Congressman to address requests for assistance from individual constituents and organizations, primarily but not exclusively with a wide range of federal government programs and activities.
 
Duties include but are not limited to dealing directly with constituents and federal state and local agencies and organizations. The position also includes interaction with the Congressman’s D.C. office on related legislative and administrative matters, as well as representing the Congressman at community events, such as neighborhood board meetings, and otherwise assisting with the range of activities in the Congressman’s office. Direct report to the Deputy Chief of Staff in the Honolulu office. Although the position may also interact directly with the Congressman and his Washington, D.C. office from time to time.  The ideal candidate is an individual who is seeking to live and work in the community that this position is designed to serve.
 
Strong preference given to: (1) prior experience especially in comparable duties including customer service or social work; (2) Hawai‘i background/community involvement; (3) experience evaluating, synthesizing and articulating issues in a thoughtful and respectful manner in support of constituents’ needs and the Congressman’s initiatives; and (4) extensive knowledge of a broad range of community resources and services from which to draw on when addressing constituent requests.  Applicants are asked to detail these attributes in their cover letter and resume.

We are looking for a highly motivated self-starter with great leadership skills to join its diverse team to manage and run multiple programs serving youth in our communities.
 
Job Responsibilities:
The Director of Community Programs (DCP) oversees the programs, staff, and volunteers involved in direct service and education at all sites where Hoʻōla Nā Pua (HNP) community-based programs operate. The DCP will also develop and implement new programs, such as family support groups.  Working with HNP’s President and COO, the DCP will manage, develop, and implement programs, and will work in collaboration with Pearl Haven Program Director as it relates to community-based programs.
 
The DCP will develop and implement all program guidelines and policies with the purpose of ensuring compliance with all government regulations, as well as maintaining alignment with HNP’s mission and vision. The DCP will ensure compliance with DOE standards in managing HNP’s Education Program and any accrediting body in regard to other programs.
 
Strategic partnerships, sustainability, and service contract negotiation are a core component of this position. The position requires monitoring of the effectiveness of all programs. Participation in the Starfish Mentoring Program, Hoku Group Services, Family Support Services, Prevention Education, Agency and School Training is required.
 
The DCP addresses training and assessment needs as well as provides support & feedback to the Program Managers and Coordinators. This position also provides the clinical supervision and training to all program volunteers who directly work with HNP clients.
 
Job Duties:
  • Develops, enhances, implements, and manages all HNP programs and objectives.
  • Provides clinical oversight and development of all community programs within the organization.
  • Prepares and manages program operating and contract budgets with the fiscal department.
  • Develops and implements strategic plans to increase revenues and initiates programs.
  • Builds strategic partnerships and alliances.
  • Ensures maintenance or productivity and activity statistics and outcome measurements.
  • Approves all policies and procedures as they relate to HNP programs.
  • Possesses current knowledge of all local, state and federal laws and regulations that govern the program's area of interest.
  • Monitors and assesses the effectiveness of the programs.
  • Works in conjunction with direct reports in preparing periodic reports, financial statements, and records on program activities and progress.
  • Participates in preparing program grants and reporting
  • Supervises Interns and MSW students and facilitates group supervision.
  • Interfaces with agencies and governmental entities to secure memorandums of understanding (MOU), interagency agreements, and a comprehensive referral base concerning screening, identification, and providing services for the CSEC population.
 
Skills and Qualifications:
  • Master’s Degree required in social work or behavioral health related field.
  • Clinical Licensure (LCSW) is highly preferred.

Essential Responsibilities:
  • Assists with administration, development, implementation, and evaluation of social work programs and policies.

Assists with admission to hospital or other specialized facilities. Plans and provides  services in the appropriate level of care. Assesses needs for  mental health treatment and makes appropriate referrals as needed. Performs case management, coordination, and monitoring of social work service plans in areas of personal, social or economic resources, conditions, or problems.
  • Assesses treatment and prevention of psychosocial dysfunction, disability, or impairment, including emotional and mental disorders. Conducts preparation and evaluation of psychosocial assessments and development of social work service plans.
  • Helps patients enhance or restore their capacities for personal and social functioning and preventing and controlling social problems.
  • Gathers information and identifies resource and referral services for patient care. Educates client regarding behavioral health services. Assists members to use services.
  • Participates in or assists with therapeutic and educational group programs. Evaluates outcomes and effects of treatment for individual patients and programs.
  • Researches, collects and records data and information relating to identification and treatment of behavioral and interpersonal problems of patient.  Proposes alternatives for interventions and approaches for resolutions.
  • Collaborates and consults with physicians and other interdisciplinary clinical team members to support assessments and decision making. Reviews difficult cases or quality assurance concern with clinical team. Acts as consultant to team members and others in the organization.
  • Maintains high level of clinical expertise. Is knowledgeable of current clinical conditions, methods, medications, theoretical frameworks and interventions. Utilizes best practices in delivery of behavioral health services in accordance with professional and clinical guidelines.  Utilizes evidence based interventions and modalities with sound theoretical base.
  • Maintaining clinical records by documenting clinical assessments, treatment plans, interventions and all pertinent information in patient medical record according to Regional and departmental guidelines.

This position reports to the Vice President for Student Affairs/Dean of Students.
III. Position Summary
The Director of Counseling Services is a visionary, innovative, and collaborative leader and strong
clinician to oversee the university’s counseling center. Through an approach of prevention,
education, treatment, and care, the Counseling Center team is missioned to provide a positive
impact on the mental health, wellbeing, and academic success of all students through services that
promote resiliency, capacity building, and facilitate optimal student development and growth.
The Director plays a vital role in the assessment of counseling staff clinical competencies,
evaluating intake protocol, ensuring appropriate treatment planning and documentation, providing
crisis intervention and management, expanding outreach initiatives, and developing a strong
referral network. The ideal candidate for this position will provide leadership, vision, financial
management, policy formation, assessment and strategic planning to enhance the delivery of
comprehensive mental health initiatives and psychological services. Further, the Director will be
called upon to regularly inform university leadership on mental health issues that affect Chaminade
University of Honolulu students in an environment that embodies Catholic Marianist values, is
primarily residential, and encompasses traditional age students.
IV. Essential Duties and Functions
The Director is responsible for the oversight of the following:
Administration and Operation [30%]
 Provide supervision (directly or indirectly) to a Counseling Center team including the
recruitment, hiring, training, development, and evaluation of staff members.
 Hold staff accountable for high performance and a highly engaged culture by articulating
expectations, monitoring performance and providing consistent feedback.
 When appropriate, work collaboratively with Director of the Hawaii School of Professional
Psychology @ CUH (HSPP) and/or Director of the Master of Science in Counseling Psychology
program to provide internship opportunities for HSPP and/or Masters level students.
 Provide oversight and coordination of future HSPP and/or Masters level student interns.
 Serve as an inspirational and motivating leader, who exemplifies excellence in the delivery of
mental health services, and supports the professional growth of personnel.
 Ensure a framework of equity and social justice is embedded into the day-to-day operations.
 As needed, participate in the doctoral training program through clinical supervision and/or teaching.
 Resolve problems and gain cooperation on matters where strong differences of opinions exist
through the use of tact, discretion and judgement while maintaining good will.
 Ensure compliance of all required accreditation criteria including but not limited to APA
accreditation, application of ethical and professional standards, and adherence to federal and
state laws.
 Monitor and integrate best practices, student needs and trends in mental health care, and
evolving standards and treatment methods in the profession.
 Responsible for the stewardship of resources through fiscal planning, prioritization of resource
utilization, monitoring and management of the Counseling Center budget.
 Be involved with and make meaningful contributions to divisional and institutional initiatives, as
well as within professional organizations.
 Participates in continuing education as needed to maintain licensure in the State of Hawaiʻi.
Direct Client Care [30%]
 Conduct psychological assessments, crisis interventions, and psychotherapy in individual or
group mode, making appropriate referrals to other clinicians as necessary and write reports,
notes, and other records.
 Serve as lead clinician and primary point of contact for parents, faculty, staff, hospitals and
outside providers.
 Provide clinical consultation and supervision to clinicians on challenging or risky client issues.
 Provide 24-hour crisis intervention and emergency response as needed.
Department Strategic Vision, Leadership and Program Development [20%]
 Provide leadership, as informed by the Catholic Marianist values, that guides and supports staff,
as the team develops and implements strategic planning, philosophy, policies, programs and
processes that ensure the delivery of excellent and efficient multidisciplinary mental health
services, with an emphasis on continued growth and development of the Counseling Center to
serve the current and future needs of the students.
 Cultivate a culture of innovation that incorporates new ideas, modalities, and operational models
in the provision of mental health services that address the growth in demand and increasing
complexity of presenting conditions.
 Make decisions based upon alignment with and achievement of unit, division, and institutional
strategic goals, values and initiatives.
 Prepare operational reports and analysis that utilizes data driven assessment to identify student
trends, establish metrics of success, and recommend appropriate programs and solutions.
 Serve as the departmental spokesperson, branding and promoting the services of the
Counseling Center to the University community, identifying communication needs and barriers
to accessing care, creating avenues for increased awareness and utilization, and advising
campus leaders on mental health related issues.
Consultation, Partnerships, and Outreach [15%]
 Represent the counseling staff as a member of the university’s Care Team.
 Consult with the Vice President for Student Affairs/Dean of Students and Director of Residence
Life in emergency situations, provide assessment of students in crisis, and assist in the
development and coordination of plans for students with complex psychological and behavioral
issues, including re-entry procedures.
 As the chief psychologist and mental health expert, consult with staff, administrators, faculty,
parents, and students as necessary to facilitate the coordination of care for students while
maintaining individual student confidentiality.
 Actively cultivate and maintain collaborative working relationships with external providers of
mental health services for the purpose of referral and the coordination of a continuum of care for students.
 Effectively communicate to all campus constituencies the Counseling Center’s scope of clinical
and educational practice, procedures for referral, and consultation services.
 Provide support, training, and presentations for faculty and staff on issues affecting student
mental health and behavior.
 Actively contribute as a thought-partner to an interdisciplinary, integrated and proactive
approach to holistic student wellbeing and advancing the health and wellbeing initiatives.
 Develop a broad institutional perspective and work collaboratively with other departments and
campus partners.
 Maintain an active professional network with the group of peer institution counseling center
directors and other local and national groups and associations.
Related Duties [5%]
 Actively participate in student development activities on campus as needed.
 Perform other duties as assigned.

V. Qualifications
Minimum Qualifications:
Candidate must meet the following minimum qualifications:
 A Master’s degree in psychology, counseling, or a counseling-related field is required; a
Doctorate in psychology, counseling or a counseling-related field is preferred;
 Minimum of five (5) years clinical experience as a professional counselor (at least three (3) of
those years post-internship; experience in a university/college setting or related mental health
agency is preferred;
 Must be professionally licensed in the mental health field in the State of Hawai‘i, or be eligible
and actively obtain licensure within six months of start date and maintain license throughout
duration of employment;
 Expert knowledge of the mental health needs and concerns of a college-aged population;
 Possess active experience in crisis intervention and emergency management operations within
a school-based setting;
 2 years of supervision of professional staff or comparable experience;
 Demonstrated experience working collaboratively with various constituents;
 Articulated passion for promoting holistic wellbeing and enhancing student learning;
 Excellent written communication skills;
 Attention to detail; and
 Ability to work on an on-call basis as a part of a 24/7 crisis response system that may require
the person to respond to campus or a hospital/mental health facility after hours.
Other Experience and Skills Required:
 Experience with a multifaceted budget, including general financial management and
accountability, data base systems, and spreadsheets;
 Demonstrated ability to manage multiple initiatives, programs, and responsibilities while
ensuring clinical excellence in the provision of direct services;

Community Benefit Health Manager – Housing and Food Security

In this role, you will be responsible for the development, implementation, and management of region-wide or locally based Community Benefit strategy and programs and plans in order to enhance the health of the communities, support Kaiser Permanente’s social mission, and  protect Kaiser Permanente’s non-profit status.
 
Qualifications Include:
  • At  least  seven years  of experience in planning, development, and administration of health or social services at local community, county, or state level programs

SUMMARY OF DUTIES
The Program Director is primarily responsible for overseeing the operations of the program. The Program Director ensures prompt response to referrals, proper management of caseloads and achievement of program goals. Program Director III-

The oversight of programs includes the provision of strong leadership and supervision of the Program Coordinators, that is meaningful and based on coaching and professional development that will enhance their program management skills and abilities.  Promote and support continuous quality improvement and a trauma informed care model as the agency’s foundation and approach to working with all youth, young adults and families.  Be creative and possess experience and knowledge about program models and be able to evolve them as they align with the changing needs of the environment.  Interface effectively with funders, particularly program monitors and referral sources, and appropriately represent Hale Kipa in the community.
 
Qualifications:  Master’s Degree in Human Services or Social Work and a minimum of 5 years of experience in a management role.  Knowledge and experience working in the human service field, preferably with youth, young adults and families; extensive knowledge of the community; fiscal competence with regard to budgets and proposals; demonstrated ability to collaborate and work in partnerships, internally and externally; ability to communicate effectively both verbally and in writing; develop, maintain and be able to work in a high relationship organization; program management skills in the non-profit sector; experience with grant and proposal writing; and supervisory experience.
